The issue with the button is fixed, but a similar issue occurs with the "section already present" banner. I reported it as a separate ticket: T263718: Compare contents step: "Section already present banner" shows up momentarily when screen loads
This makes me think that we may want to consider a general approach to avoid glitches due to the initial state setting.
