[BUG] Dutch featured article widgets show welcome message

Description

Reported by an android app user:

On my old phone the WP-app showed a new relevant age every day. On my new phone the widget only shows the Welcome for Newcomers. How to get a different page every day?

Looks like the nl wiki does not have a featured article in the endpoint, and that's why the user saw the main page in nlwiki
https://nl.wikipedia.org/api/rest_v1/feed/featured/2020/09/25

Also, the nl wiki does not have the RSS feed of featured article, so it is not possible to enable the featured article for nl wiki either.
https://nl.wikipedia.org/w/api.php?action=featuredfeed&feed=featured&feedformat=atom

Therefore, this is expected behavior and maybe the user saw the featured article from enwiki in his/her old devices.
