It looks like this is an issue at the service level. Here we have the response from the featured endpoint, which contains a few on-this-day items:

https://en.wikipedia.org/api/rest_v1/feed/featured/2020/09/23

...and here is the full onthisday response for the same day:

https://en.wikipedia.org/api/rest_v1/feed/onthisday/events/9/23

Notice that some of the items in the featured response do not appear in the onthisday response. And the items that do appear in both responses seem to have different descriptions. These two responses are likely being scraped from different sources.

The full onthisday response can actually be found at https://en.wikipedia.org/api/rest_v1/feed/onthisday/all/09/23.

It looks like the /feed/featured/ response pulls in the selected portion, which is also available alone at https://en.wikipedia.org/api/rest_v1/feed/onthisday/selected/09/23. The events portion is (rather confusingly) just a different subset of the full response, which can also be found on its own at the https://en.wikipedia.org/api/rest_v1/feed/onthisday/events/09/23 endpoint that you linked.
