Goal

Per T264150: User needs to request access to IP information [L]. once a user has access to IP information their username will be recorded as having access to IP information. The user should also be able to take themselves off that list if they need to. We can make this as simple as a way to uncheck an access button in their preferences. The popup/special page where the IP information is shown would also need to have a way to indicate to the user that they can go to their preferences to revoke the permission.
