Migrate maps to Buster

Description

The current plan per our OS policy is to drop Debian Stretch by June 2021.

Among other things, maps* runs a Cassandra cluster; OpenJDK 11 comes by default for Buster, but we provide a backport of OpenJDK 8 for Buster, which could ease the migration.

The following roles need to be migrated:

  • role::maps::master
  • role::maps::replica
