Reinstate $wgExtraLanguageCodes in production

Description

As a consequence of moving the production $wgExtraLanguageCodes to Wikibase (T260118), we made it harder to use those languages on Wikidata, since the frontend only properly supports languages known to MediaWiki (T124758: [Story] Show all available languages in monolingual text value's suggester; but note that the issue now extends to term languages, which that task doesn’t mention yet). That task – proper support for other languages – will be worked on soon™; however, in the meantime, we want to restore the $wgExtraLanguageCodes in production to make at least some language codes easier to edit again.
