Description

Goal

We have received some feedback from our initial deployment of Special:Investigate. Mostly minor features/design issues. We haven't heard any major concerns, which is a good sign.
This task is to deploy Special:Investigate to all projects.

Acceptance criteria:

Verify translations exist for major languages (TBD)
All projects have access to Special:Investigate and Special:InvestigateBlock
Special:Checkuser has a link to Special:Investigate
