Description

Currently mobile links are shortened as mobile, but it would be useful if they could be treated has non-mobile by default. A non-mobile link is automatically redirected to mobile and the reverse isn't true, which makes more difficult to create universal short urls in mobile.

For example, https://meta.wikimedia.org/wiki/Special:UrlShortener?url=https://pt.m.wikipedia.org/ should give a short url for https://pt.wikipedia.org/ .

Technically this is not an issue with URL Shortener, the two URLs you mentioned are different URLs (by definitions of URL and URI) so they are as different as fa.wikipedia.org and en.wikipedia.org. The underlying problem is that we have different websites for mobile and desktop and they don't redirect to each other properly. That would be addressed with T214998: RFC: Remove .m. subdomain, serve mobile and desktop variants through the same URL and I'm inclined to decline this ticket.
