In order to understand strengths (if any) and weaknesses of the current system, we should have a concise documentation how it works. This enables productive discussion about how it can be improved.

I started a gdoc about this with the eventual plan to have it part of on-wiki documentation.
Had some discussion with Niklas regarding the documentation. This is now ready for release.
