Create Page mover group on Test Wikipedia

Description

Since the backlog is not often dealt with, it is not conducive to creating and moving pages.

I do not understand this Task. If you want those pages deleted you need an administrator to delete them. There are several ones https://test.wikipedia.org/wiki/Special:ListUsers?group=sysop. Thanks.

The following is the reason for this task.

  1. Page movers can move pages without leaving redirects, because administrators don’t delete pages often.
  2. Page movers can move subpages to improve the efficiency of moving pages.
  3. Page movers can move pages at an increased rate with using user scripts, and the reason is the same as above.

The wiki is for testing. It is not monitored on regular basis by anyone, and it shouldn't work like a community wiki (it's not supposed to). I don't think we should introduce any new groups for any reason but developer testing.

@Pseudo_Classes: This doesn't yet cover what's the usecase of deleting or moving pages at all on a wiki that's intentionally for testing only. :) Also see https://test.wikipedia.org/wiki/Main_Page and https://test.wikipedia.org/wiki/Wikipedia:What_Test_Wiki_is_not

No testing usecase for the group, declining. Test wiki is for developers, not communities.
