The following is the reason for this task.
- Page movers can move pages without leaving redirects, because administrators don’t delete pages often.
- Page movers can move subpages to improve the efficiency of moving pages.
- Page movers can move pages at an increased rate with using user scripts, and the reason is the same as above.

The wiki is for testing. It is not monitored on regular basis by anyone, and it shouldn't work like a community wiki (it's not supposed to). I don't think we should introduce any new groups for any reason but developer testing.
