Help develop guidelines for event logging from third-party sites

Description

One of the outcomes from T257225 was that we should clarify how we might approach event logging on third-party sites. This ticket tracks the collaboration with Legal to do that.

Once an approach is agreed and formalized, this also involves announcing it to the appropriate people and updating our documentation to reflect it.
