Message for customizing IP tools links seems to need two open square brackets and one closing bracket

The message to customize tool links seems rather odd in that it needs two open brackets and one closing bracket. Is that intentional?

Reported as:

I tried creating w:en:MediaWiki:Checkuser-investigate-compare-toollinks but it doesn't appear to work. Unless I've formatted it incorrectly โ€“ there's an extra bracket in the one on meta that I assumed is a typo.
Oh nevermind, the links require two square brackets at the start and one at the end in order for it to work. That's quite strange.

The English translation of the message has been corrected to use a single square bracket.

The menu tool links continue to work as before.

Currently, there is only an English translation of that message, so this will correct it for every language. I checked this by testing on a French wiki.

Test environment: vagrant MediaWiki 1.36.0-alpha (a8f051f), CheckUser 2.5 (1309125).
