'New changes' badge should reflect changes of any size

Description

Why are we doing this?

Currently the 'new changes' badge uses the time stamp of the most recent large change, but switches to the most recent change (of any size) when an article is reloaded and no new change has occurred (and the 'Last updated' badge is then shown). This is a little confusing and it'd be nice to not see a change in time stamps.

Proposed solution

Always shown the most recent change (of any size) as the time stamp for the 'new changes' and 'last updated' badges.
