New modal for editor page doesn’t seem like a modal - nav bar is black on black (in dark mode).

We may be able to create a new Theme color called something like pageSheetStyleNavigationBarBackground that we configure these Article as a Living Doc modal navigation controllers to use. This is a quick fix strategy - a better fix would be to try what is laid out in https://phabricator.wikimedia.org/T266074.
