`oathauth-disable-header` message is missing

As a user with oathauth-disable-for-user
When I visit Special:DisableOATHForUser

Expected result:
Form header has a message defined and shown

Actual result:
Shown ⧼oathauth-disable-header⧽

The use of the message was added when the special page was initially created in rEOATa95802a14e7f: Add SpecialDisableOATHForUser / T195207: Special page to disable OATH for other users, but the message wasn't defined at the time, and I guess it hasn't been noticed until now
