The reply tool can now be enabled in beta features. It seems to work! (e.g. https://ja.wikivoyage.org/wiki/トーク:メインページ). Note that it doesn't work for older comments (also present on that page), where the date/time in the signature is written in English rather than Japanese.

Per T265829#6793535, the Reply Tool appears to be available as a beta feature as expected.
