It looks like most English Wikipedia articles currently have an explicit use on the English Wikidata description. We want to spend a bit of time trying to figure out where it comes from, since it makes little sense already (English Wikipedia very recently stopped using English Wikidata descriptions except through Lua) and will soon make even less sense once we’ve implemented implicit usages for those (T191831).

Yes, according to https://grafana.wikimedia.org/d/000000176/wikidata-entity-usage-project?orgId=1&var-project=enwiki we currently have around 2.6M usages of English descriptions on the English Wikipedia, while the SDcat module (which loads the description from Wikidata for a comparison) has 2.4M transclusions (and I wasn't able to identify any other module with significant usage that loads descriptions).
Ah yes, SDcat is in Template:short description: {{SDcat |sd={{{1|}}} }}, just before the <noinclude>. Not sure why I missed it earlier. Thanks!
I guess there’s nothing else to do here – English Wikipedia will get description usages in their recent changes regardless of what we do about implicit usages in T191831.
