As mentioned in T211243#4806463, we need to support citation needed templates which encapsulate their content.

This is a pre-requirement for wikis like frwiki and eswiki, where a single template supports both encapsulated and non-encapsulated modes. That means if we enable the tool on those wikis without supporting this, then the tool would delete the encapsulated content when adding a reference.
