eqiad: New ganeti instance for orchestrator installation

Description

We'd like to request a VM on Ganeti, to run our future orchestrator installation, as its management node

Site/Location: eqiad
Number of systems: 1
Service: orchestrator
dns hostname: dborch1001
Distro: Buster
Networking Requirements: Internal. This host will be accessing database VLAN, so it should be on the production network.
Processor Requirements: 1
Memory: 1G
Storage: 50G
Duration: Most likely permanent (at this point we are starting the project, we don't know if eventually we will get a bare metal host for this)

LGTM, perhaps old do codfw as well since you are at it to have a fallback/backup?

No, no need for codfw for now, we are still on super early stages.

Finally this VM is up and running.

[10:43:41] marostegui@dborch1001:~$ uptime
 10:43:46 up 22 min,  2 users,  load average: 0.32, 0.15, 0.13

puppet runs smoothly and the host is accesible.
It has been setup with the insetup role for now, until we have the definite ones for this new type of host.
Going to resolve this for now, as the puppetization is tracked at T265990
