With the switch to Extension:DiscussionTools, API Portal users need to be able to edit talk pages to make comments.

Acceptance criteria

For regular, non-docseditor users:

• On regular, non-talk pages in reading view, display:
  • Discussion
  • Updated
• On regular, non-talk pages in editing view, display:
  • [Nothing] <-- I'm proposing removing this since, on talk pages, the "Return to page" button in the editing view has a contradictory function. Removing it from the editing view and relying on Cancel for this function is more clear.
• On talk pages in reading view, display:
  • Return to page
  • Updated
  • Edit
  • [Do not display the ... menu for Move/Delete]
• On talk pages in editing view, display:
  • [Nothing]

For docseditors:
