"Publish changes" button remains active when entering a second caption but no second language has been selected in dropdown

Description

  1. Upload a new file to https://commons.wikimedia.org/ .
  2. Fill in the English caption, and also fill in a second caption, but forget to select the language.


Observe the "Publish changes" button is still blue.
It should have turned back to grey.
If the user presses it at this point, he will lose the second line he entered!

Odd, on

it says

Convincing reasons for raising the priority of a bug include evidence
that it affects normal, everyday work significantly

Well I thought that swallowing text without warning that work is getting
lost was bad enough.

But on
https://www.mediawiki.org/wiki/Phabricator/Project_management#Priority_levels
only Unbreak Now! is available, but I would use that only if whole pages
were getting lost.

So OK, I'll let you guys choose the priority.
