Hello @Aklapper, thank you for the heads up.
Atikamekw is in Quebec, so the fall back language for atj.wp is French; and on fr.wp the local uploads is activated for logos, stamps and coins. This is why I went there. Now I will not go farther, I completely understand the reasons why local uploads are not activated on small wikis.
On another vein, I translated the "Local_uploads_policy" page into French, and there's an acronym I don't understand: "EDP". What does it mean?

It seems there is no EDP approved and listed at https://meta.wikimedia.org/wiki/Non-free_content#Exemption_Doctrine_Policy so far. According to https://foundation.wikimedia.org/wiki/Resolution:Licensing_policy, an EDP is a requirement for using non-free content. As the only reason to enable local file upload is to upload non-free content (free content can and should live on Commons), I'm declining this task until an EDP is presented. Feel free to reopen once the EDP is approved by local community.
