Design and document a new system of instrumentation for Content Translation

Description

In order to have better understanding of how user engage with Content Translation, we need to design new system of instrumentation that covers all the key user flows in all three modes: desktop article translation, desktop section translation, and mobile section translation.

The result will be a formal data schema, a detailed schema readme, and a diagram showing the event flows.

The schema draft and diagram have been fully updated with the changes I made in response to the engineering review. There should be no more changes unless I get high-priority feedback or something changes in the product itself.

The schema, readme, and diagram all need to be reformatted so they can be checked into the schema repo, but the actual work on the content is all done.
