The initial version of payments-LocalSettings.php (which provides Mediawiki settings for Payments wiki on Docker) is a mishmash from the following sources:

• Basic settings generated by Mediawiki's maintenance/install.php script.
• Recommended settings available on Mediawiki.org for manual donation pipeline setup.
• Logging setup used on production.

These settings need to be reviewed and possibly brought up-to-date. Review should include making sure the logging settings work and fulfill requirements for a dev setup. Also, it looks like they could be better organized for readability and more thoroughly commented.

The reason this file is in the fundraising-dev repository is to make it easy for FR-Tech to update and maintain settings, and keep then coordinated across development environments.
