Hello! Please activate this functionality (notify activations of private filters) in the Spanish Wikipedia, for a better fight against vandalism, especially from IRC

$wgAbuseFilterNotificationsPrivate will need to be true for it to report hits to private filters. Personally I think we should move forward with T266298 instead, though.
