Special:GlobalRenameRequest should mention the global rename policy

Description

Shouldn't the Special:GlobalRenameRequest mention the global rename policy? Something like "Please review the global rename policy before requesting rename".

It does https://en.wikipedia.org/wiki/Special:GlobalRenameRequest on English Wikipedia, for other wiki it can be changed locally and local community decide what to put there. I think most of big wiki have similar setup to English wiki

@CptViraj: Wouldn't that pollute strings of a MediaWiki extension codebase with random stuff about one single entity using that MediaWiki extension?

@Aklapper: Being honest I made that comment per T218453 / T168098. Otherwise I really don't know where this should be added.

Since this would be Wikimedia-specific it would need to be added to WikimediaMessages as an override.

Per this search generated using Wikimedia Global Search on 2023-04-10 18:34, only 11 wikis have a local customisation on the globalrenamerequest-pretext message.

So, do we really need this? Adding an override means that we need to maintain a separate message for this, and it needs to be re-translated.

I do think it is a good idea to link to the policy, so I think we do need it. Though I guess in reality it would also be good if there was a way to link to the requesting wiki's local policy too...

Note that the form has three fields: globalrenamerequest-summary, globalrenamerequest-pretext and globalrenamerequest-text. I'd personally create a Wikimedia override for the -summary one since it's not in the CentralAuth repo, and it would not erase the existing customisations on -pretext, but maybe that's not what -summary is for?

-summary is provided by default on every special page, to allow for customizations, so in general it's fine to use.

That said, I clicked on half of the links on T267315#8769167 and I do think having one central text would actually be better, let's not have both customized -summary and -pretext...

FWIW I don't think https://meta.wikimedia.org/wiki/Global_rename_policy is currently a very user-friendly page to point people to. It might be better to have a dedicated help page to point people to rather than the policy itself? For example, the policy part could be rephrased to directly address the user instead of speaking in third-person "Please carefully select your new name. Frivolous, repeated, or inappropriate requests will be declined. You will be advised..." The "Background" section is pretty useless as the first thing to make users read, none of them care that, e.g. "Previously, the only way to rename a unified user was to individually rename every local account".
