My understanding is that the "deployed" preset is based on the repositories listed in the make release tools (https://gerrit.wikimedia.org/r/plugins/gitiles/mediawiki/tools/release/+/refs/heads/master/make-release/settings.yaml) - eg the preset includes the global watchlist extension, which is not deployed yet but is a part of the make-release tool.
