First of all, this task completely went under my radar. I'm sorry for the delay.
The banner for proposals has to been rebuilt. Translations from some previous banners have been imported, with the help of Szymon and Martin Urbanec. This was a bit of work, but the banner is displayed in multiple languages now, and can be reused next year.
They were an issue with the Javascript used to filter out people with less than 100 edits. @MusikAnimal nicely provided a replacement code.
I'm changing priority to reflect my workload, but I keep validating translations once a day. As I write this message, the banner is published in 68 validated languages.
I checked on translations for the vote round, and we have 45 translations ready so far. I'll setup the banner on Monday.
New plan: I'm taking this task as an opportunity to show @sgrabarczuk how to handle banners. As a consequence, the banner will be configured on the 8th, but before 6pm UTC.
@Trizek-WMF Does this mean the banner will be up earlier -- and, if so, what time, approximately? Thanks!
(I may be wrong.) I believe before 6pm UTC, it will only be set to appear at whatever hour we choose.

For documentation: a piece of code was wrong in the banner and lead to multiple errors on mobile: T269723: Uncaught ReferenceError: cbnnr is not defined. This lead to a request for a feature: T269758: Provide a way to display of a banner only to users who reach a certain number of edits.
