For as long as I can remember, and I believe it was deliberate, h* headings displayed without edit section links (vice wikitext headings which do generally display edit section links, barring the magic word).
Today they started displaying these (and that's what the English Wikipedia main page looks like to an admin at least).
I don't know if this is more likely to be parsing or DI or DiscussionTools.
For what it is worth, I do not see an edit link there. While at first I thought this was because I am not a sysop on enwiki, I copied the contents of the main page into the sandbox at https://en.wikipedia.org/w/index.php?title=Wikipedia:Sandbox&oldid=987964125 and did not see an edit link there either. It may be a client issue. Izno, can you try reproduction on other devices?
This turned out to be due to edit links being added with a sysop-show div at https://en.wikipedia.org/w/index.php?title=Main_Page&diff=987899553&oldid=986033447 - so this can be closed
