Description

Both for CI and maybe for local development, we don't actually want the query service to point to the Wikidata live API.

Currently, this is hard-coded and we should make it configurable. It would seem that configuring this as build-time is the right way to do.

acceptance criteria

It is possible to set some configurations options at build time

notes

It might be nice to display the build time somewhere so we know if we should expect code that was just merged to be available?
