I support tightening restrictions but users need to be able to understand why this happens and what to do in such cases (request getting added to Trusted-Contributors? Or to acl*Project-Admins? Or something else?), and things need to scale (a clear process to add people who are in Project-Admins also to Trusted-Contributors or such?).

@Aklapper: that doesn't refer to a specific form, it means that there are no forms where that user satisfies the form "visible to" policy.

Can required permissions please be clarified and documented in a section on https://www.mediawiki.org/wiki/Phabricator/Creating_and_renaming_projects , so that our processes are less disruptive and scale (I received another personal email of someone who wanted to change the description of a Phab project "but it seems like I don't have the correct permissions. What's the usual process for this?") ?

Ah, okay, that was a bit easier than I had originally thought. I changed https://phabricator.wikimedia.org/transactions/editengine/projects.project/view/9/ from " Trusted-Contributors " to " Trusted-Contributors OR acl*Project-Admins " as it would be strange if we trusted people to create but not to edit projects.
