move the repository and CI to Gerrit/WMF infrastructure (=> T272130 and follow-ups)

Things to do before/as we officially go live:

ensure metrics tracking is only enabled on the production system (deactivate it on the test system)
replace the privacy policy in the footer with the correct one for production
