Motivation

According to the research @cwylo conducted into patrolling workflows, @Prtksxna created this task model which suggests that before looking into IP information, editors look for on-wiki information that guides their judgement on whether a situation demands further scrutiny. There is a gap currently where editors need to manually hunt around for the right on-wiki information (by visiting contribs page, block logs, LTA reports page etc) .
To make their workflow easier, we should surface on-wiki information, as possible, to the editors so they have all the data they need in order to decide whether they need to look into an IP address further. We can accomplish this by replacing the IP information in the popup currently with on-wiki information about the IP and moving the IP information to the Contributions page (to be followed up in T268297).
In follow-up user testing it was determined that having location and organization also available in this popup would be helpful for patrollers.

As this is not private information, editors would not need special access permissions to see this. There is also a precedent with some user scripts showing this info.
