The current beta feature for the reply tool is called Discussion tools. Does this mean that the same preference will control both? (I have no problem with that, just think that it’s important enough that it should be decided on explicitly.) Also the variable controlling beta vs opt-out (currently opt-out on arwiki, cswiki and huwiki, T249394) is called $wgDiscussionToolsBeta—I’m pretty sure you don’t really want to make this work-in-progress feature opt-out on these wikis. (@matmarex, as far as I understand the patch, it would do exactly this, so please fix that before merging.)
Thank you for saying something about this, @Tacsipacsi. You doing so was the trigger we needed to file T270119 and T270120.
The tickets above will make it so the Discussion tools Beta Feature will control the Reply Tool and the New Discussion Tool in the near-term and most likely, the Reply Tool, New Discussion Tool and visual enhancements [i] in the medium-term.
Note: people will be able to enable/disable these features independently within the Special:Preferences.

Yikes – sorry about that. Right now, most of this thinking exists in this Phabricator ticket and its sub-tasks: T249579.
@Tacsipacsi Btw I edited the text of a beta feature locally at cswiki, see this page. Default text says that the beta feature enables the Reply tool and the New discussion tool, but it is not true at cswiki (also at huwiki and arwiki), because this setting does not influence the Reply tool. I think it should be customized by default but, unfortunately, it is not.
