FrTech - looping you in to this notice from Paypal. Can someone advise if you agree/disagree with disabling this rule. From were I sit, it should be disabled, but was there another reason we had it in place that I may be missing? Can we conclude on this today/tomorrow given impact to declines:

Wikimedia is witnessing some decline issues that are caused by its legacy policy rule 27880, which is requested by the merchant themselves to decline any payments with $0 <= amount < $1.
The problem is when customers set up BA’s to make recurring donations, the payment for billing agreement is ~$0 resulting in declines. Could you please check with the merchant: Do they still want to keep this policy rule under their current integration?
We have three options for this issue,
Retire legacy policy rule for the merchant if they deem it’s not necessary any more.
Update the rule logic to decline payments with $0 < amount < $1 to avoid those BA payments.
Keep the original rule by merchant request.
We will need two days ahead a Moratorium release window to make the rule change and get all the pre-approvals. So we can apply the changes earliest on 12/10 if receiving the merchant’s feedbacks by 12/8. Or we will need to wait until next week.
