HTML title attributes are no longer generated on wikilinks. For example, on this page (just a random one): https://en.wikipedia.org/wiki/Killingholme

Actual: <a href="/wiki/North_Killingholme">North Killingholme</a>

Expected: <a href="/wiki/North_Killingholme" title="North Killingholme">North Killingholme</a>

There used to be a title attribute on every wikilink until recently.

This change breaks a popular script on Polish Wikipedia, which uses the attribute to determine the target pages of links: https://pl.wikipedia.org/wiki/Wikipedia:Kawiarenka/Kwestie_techniczne#DisFixer
