"sql tools" returns "connection refused" from freebase tool

Description

I have not been able to connect to tools.db.svc.eqiad.wmflabs from the freebase tool. sql tools returns:

ERROR 2003 (HY000): Can't connect to MySQL server on 'tools.db.svc.eqiad.wmflabs' (111 "Connection refused")

I believe I have never edited the replica.my.cnf file.

I also get the same problem with phetools, wsexport and mw2sparql.
