While per documentation we should wait at least three hours before trying to manually restart them, the timing of https://sal.toolforge.org/log/0nKRhnYBpU87LSFJT41J and
that of the first stuck global rename https://meta.wikimedia.org/w/index.php?title=Special:Log&logid=39348181 is interesting so I'd like to ask for an investigation as to whether deploying code / updating the l10n cache breaks global renames in progress or mess with the JobQueue somehow.
