In T270649 @kaldari noted that they couldn't extend/renew their Newspapers.com access. Since we don't know exactly when such accounts have expired, users should always be able to request an extension of an individually granted account.

In short, if an authorization is to an EMAIL, CODES, or LINK authorization method partner, the Renew/Extend button should always be accessible for that authorization in My Library, assuming the other relevant criteria are fulfilled (the user doesn't already have an application in progress, and renewals are available for this partner)
