This was recently added in https://gerrit.wikimedia.org/r/c/mediawiki/core/+/591521/, but I suspect this goes counter the direction for T140664 as it introduces new control flows where earlier stages (OutputPage) have to pull information out of the skin, instead of in the other direction. Thus making it harder for the Skin to be a standalone layer running logically in front of MW's HTML cache.
