Notes:

<<MediaWiki:Tag-foo-description>> tag most likely was created for testing purposes only.
I did not find any other display regression issues for tags titles.
it's a regression issue.

On testwiki wmf.25 go to Special:RecentChanges page
Click on Tags filter selection and select <<MediaWiki:Tag-foo-description>> tag.

The <<MediaWiki:Tag-foo-description>> tag title displays HTML encoding:

The <<>> is part of the tag name (the tag is named foo-description so that's really the name, not the description), so the issue is just that the tag name in the pill text gets double-encoded.
