The "Tally" functionality does not work for encrypted elections beyond a certain size (quote from @jrbs) via the web. This may also be true for unencrypted elections. We want to improve efficiency of the Tally functionality in this task.

@Prtksxna This task will involve some design work. Let's talk about this one in our next meeting too.
- Once the key is added, we run a job on the server to generate a tally which is displayed back on the wiki for the admin to see.
- The results are stored on the server (for how long?) to allow repeat viewing of the results without any wait.
@Niharika If performance is improved drastically by T271824: Improve the efficiency of vote decryption during tallying to the extent that timeouts no longer happen, then we may not have to do these
