Description

Context

Break Special:AppManagement into two sections: Personal access tokens and App credentials. This will help differentiate these two types of clients and provide specific documentation links for each type.

Acceptance Criteria

"Personal API tokens" (owner-only: true) and "App credentials" (owner-only: false) should be separated under their respective h2 headers
