Currently, mw-fr-watchlist-pending-notice is rendered as a part of the sitenotice. Someone who browses normal Wikipedia articles and gets annoyed with the sitenotice doesn't need to know that clicking "hide" button they're also hiding some completely different text on a completely different page.

So either put the mw-fr-watchlist-pending-notice in some other way on the page or create separate "hide" button and an extra cookie for it.
