I'm an int-admin on the zhwiki, but I'm not a sysop.
As an int-admin, I can’t edit this page in Mediawiki namespace, even if I have the <editinterface> right.
Is it possible to fix this problem at the technical level, or give the right to edit fully protected page like jawiki? There is nothing to fix at the technical level. The protection is working as intended. According to https://meta.wikimedia.org/wiki/Limits_to_configuration_changes, additional rights may not be added to interface admins.

Yes, and it is, but protection applies on top of the ability to edit the namespace.
