Enable Reply Tool as Beta Feature on remaining Wikipedias with language variants

I think we should make Reply Tool available as a beta feature on remaining Wikipedias with language variants (ganwiki, iuwiki, kkwiki, kuwiki, tgwiki, uzwiki – Gan, Inuktitut, Kazakh, Kurdish, Tajik, and Uzbek).

In T266303 we skipped them, because we weren't sure if the tool will deal correctly with language variants. But it has been enabled and working fine for a while now on srwiki and zhwiki, which also use language variants (and we discovered and fixed a few bugs). I think we can confidently enable it there now, and don't need to treat these wikis specially any more.

Sherry and I talked; we do not see anything blocking the Reply Tool from being made available as a Beta Feature at the Gan, Inuktitut, Kazakh, Kurdish, Tajik, and Uzbek Wikipedias.

Once this the deployment date is finalized, @Whatamidoing-WMF is going to make announcements at each wiki, informing them of the tool's availability and where/how to share feedback and questions they may have about it.

Reply links appear and seem functional, in every language variant.

On a few of these pages, there are some old comments with different formats for the date/time (written before the correct translation and timezone was used on the wiki), these are not expected to work – but the recent comments work fine.
