A way more useful feature than T239277 will be allowing to delete redirects, if all their revisions are redirects, during page moves. A very frequent case: article A was renamed to B, then to C... and bots, fixing double redirects, everytime fixes redirect target on page A. So, when some user want to rename D back to A, he can't do this, because redirect A has multiple revisions (but all of it are redirects). It can be implemented through new user right, as in T239277.
