Watchlist Tooltip should pass through touch event to overflow menu.

Description

Steps to Reproduce:

  • Login to the Alpha version for the first time
  • Get tooltip about watchlist feature, click the overflow menu.

Actual Results:

  • Tooltip closes, but overflow menu does not appear.

Expected Results:

  • Red area should dismiss the tooltip
  • Green area should dismiss the tooltip and open the overflow menu
