Allow localizing / translating Wikifile-transfer user interface

Description

Wikifile-transfer is one of the most used external tool on bnwiki. see https://w.wiki/wNo , so far it was used 1,400 times. I don't think any other Indic-TechCom's tool used that many times. Please localize Wikifile-transfer's https://wikifile-transfer.toolforge.org/ interface.

Also add a select language button on https://wikifile-transfer.toolforge.org/preference & rename current "Select Language" to "Select Wiki".

And then if you select your wiki ("Select Wiki".) as e.g Bangla, by-default your interface should be change to Bangla (unless you change your language ("Select Language") to something else).

Hmm I wonder if this should be reported at https://github.com/indictechcom/wikifile-transfer/issues if that's the codebase for it... not sure.
(Adding a "toolinfo.json" file would be welcome, so other folks could better find the source code of the tool.)
