For the Gerrit 3.2 upgrade @QChris has send a lot of patches for plugins/zuul. Our deployment doc instruct to fetch the pending patches from the Google Gerrit instance.

A couple months ago I got CI added to that repository and I got maintainer access to the repo (granted to QChris as well).

The plugin doesn't build against stable-3.2 or master cause of some Bazel rule got changed (example fix: https://gerrit.googlesource.com/plugins/simple-submit-rules/+/077759e1a5d9087c081a8f3a6295dfa038198afe%5E%21/ ).

I have thus created a stable-3.2 branch and moved all changes to it. Once CI passes and vote +1, we can CR+2 the changes and directly submit them.
